It's a revote of [council motion #15](https://litentry.subsquare.io/council/motions/15), which was not constructed in a technically correct way.

We use a democartic way to do this runtime upgrade to make it transparent and ensure everyone is aware of it. The new litentry-parachain runtime version **9175** removes the sudo.

Litentry is a platform that is making an upgrade to its system to remove sudo. This is being done in a democratic way to make sure everyone knows about it. The new version is called 9175. The code change and release can be found on Github. The runtime hash and preimage hash match what is being proposed. There is a screenshot that shows the encoded call hash.
